Framingham District 2 and At-Large City Council Candidates

Framingham city elections are on Tuesday, November 5. Polls are open from 7:00 a.m. to 8:00 p.m.

Two candidates have announced plans to succeed Pam Richardson as District 2 City Councilor: Cesar Stewart-Morales and Ricky Finlay.

A Certified Public Accountant with an MS in Business Administration who speaks five languages, Stewart-Morales said he hopes to bring his people skills, communication skills, and professional skills to serve the district. Top issues include improving the budget process, building new relationships with local businesses, and opening lines of communication so residents can get more involved.

Finlay is currently the District 2 School Committee representative, where he cites among his achievement working to eliminate athletic and kindergarten fees in Framingham public schools as well as advocating for accurate estimates of the cost of state unfunded mandates. He says as a city councilor he will focus on affordability, plans for city-owned properties in the neighborhood, and traffic issues.

At-Large City Council

Three candidates are vying for two At-Large City Council seats: Incumbent George King, Gloria Pascual, and Janet Leombruno.

George King. King says his career of public service, including as Framingham Town Clerk, Town Manager, and assistant school superintendent, gives him a unique understanding of how government works “from the inside out. . . . I have made a career of reshaping organizations to obtain efficiency and effectiveness.” Read more…

Gloria Pascual. Pascual has a Master’s Degree in applied sociology, was vice president of the Framingham High School PTO, and currently serves on the School Committee. “I meet and speak with residents daily on all types of situations from housing, traffic, schools, budgets, access to healthcare, special education, attend parent meetings providing translation and interpreting services,” she wrote. Janet Leombruno. Leombruno is a former Precinct 5 Town Meeting member, governor’s appointee to the Framingham Housing Authority, an Executive Board member of the MetroWest Conference for Women, and state Republican Committee member from the Second Middlesex and Norfolk District. “I am excited to put my years of community service and energy to work in the Council,” she wrote.
